President Putin Wants A National AI Strategy

President Putin has told his government to build a national strategy for research and analysis for the building and creation of artificial intelligence, This announcement comes after a year of working on different AI projects that the Russian government has been working on, with a plan expected to be ready for the 25th of February. 

“The Government of the Russian Federation, with the participation of Sberbank of Russia and other interested organisations, should develop approaches to the national strategy for the development of artificial intelligence,” according to official sorurces.

The statement for a national AI strategy is the next steps that Putin has been building for some time about AI research.

In September 2017 when he presented his thoughts on AI to a large group of students. During the 45-minute open lesson which is a standard academic hour in Russia, Putin discussed space, medicine, and the capabilities of the human brain, pointing out the importance of cognitive science and the use of AI. 

AI is the future, he told them, “not only for Russia, but for all humankind. It comes with colossal opportunities, but also threats that are difficult to predict. Whoever becomes the leader in this sphere will become the ruler of the World.”

“If we become leaders in this area, we will share this know-how with entire world, the same way we share our nuclear technologies today,” he told students from across Russia via satellite link-up, speaking from the Yaroslavl region.

The open lesson was attended by students and teachers and the total audience exceeded one million.The private business areas in Russia has built image and speech recognition and parts of the military has been working on and has created its own AI development for electronic warfare. 

In March 2018, the Russian Academy of Sciences and the Defence Ministry had a conference aimed at gauging the state of domestic AI development. So far there is not a clear approved policy but we expect that to be completed this year which will lay out the direction that Russian AI development will be taking. At the moment Russia is thought to be behind the US and China in AI implementation and creation.
