President Trump's AI Action Plan
President Trump’s AI Washington summit on the 23rd of July was where he declared the United States is going to "win" the Artificial Intelligence (AI) race as a result of his proposed AI Action Plan.
This is a blueprint is designed to speed up the building of energy-intensive data centres, which run AI products, by loosening environmental rules, while also vastly expanding the sale of AI technologies overseas.
“Winning the AI race will demand a new spirit of patriotism and national loyalty in Silicon Valley, and long beyond Silicon Valley,” Trump said.
The plan comes as America attempts to maintain what it hopes is its edge over China, with both superpowers investing heavily in the industry to secure economic and military superiority. Indeed, China has recently announced plans to apply tighter regulatory controls over AI Data Centres
The cornerstone of Trump's plan are three executive orders that are intended to turn the US into an “AI export powerhouse” and roll back some of the rules put in place by the Biden administration, which included guardrails around safe and secure AI development.
- Acceleration of AI Innovation: The US government is fostering rapid private-sector-driven AI innovation by removing regulatory barriers, promoting open-source models, and investing in workforce skills and research.
- Improvement of American AI Infrastructure: Major efforts are underway to expand and secure domestic data centres, semiconductor manufacturing, energy capacity, and skilled workforce pipelines to support robust, scalable, and resilient AI deployment.
- Leading International AI Diplomacy and Security: The US is asserting global leadership by exporting American AI technology and standards, coordinating security and export controls with allies, and proactively managing risks posed by adversarial nations and emerging biosecurity threats
Technology companies and industry groups including Microsoft, IBM, Dell, Meta, Palantir, Nvidia, Anthropic, xAI and others have praised the plan. Meanwhile, demand for power in the US is hitting record highs this year after nearly two decades of stagnation, as the number of AI and cloud computing data centres expands across the country.
The technology industry has been pushing to loosen rules to get its computing facilities connected to power sources.
The AI Action Plan states that the US Government does not want “biased” systems either, stating that “AI procured by the Federal government should objectively reflects truth rather than social engineering agendas… and should eliminate references to misinformation, Diversity, Equity, and Inclusion, and climate change.”
The plan is being widely shared, which may lead to a tendency in some to think it is just another government document. It is not. For business leaders it has information that can inform actions and shape strategy for both startups and larger organisations.
However, the proposed legislation has sparked significant opposition from venture capitalists, who are actively lobbying against state-level AI safety bills. Dr. Ilia Kolochenko, CEO of ImmuniWeb has criticised investment funds for prioritising profits over public safety and sustainable AI development.
Kolochenko warned that fragmented, state-specific AI regulations, similar to existing privacy laws, could increase compliance costs for businesses, ultimately harming U.S. competitiveness globally.
Without a federal AI law, individual states are likely to fill the regulatory gap with their own rules. Kolochenko has suggested a model AI law as a balanced solution, one that considers technology vendors, national security, and societal interests. States could adopt this model with or without modifications.
Without federal preemption, Kolochenko cautions that the U.S. risks being caught between over-regulation and inadequate oversight, creating a challenging landscape for AI development and deployment.
